The Maharashtra Electricity Regulatory Commission (MERC) has made changes to the Renewable Purchase Obligation (RPO) and compliance and implementation of the Renewable Energy Certificate Framework Regulations of 2019. The proposed changes include wind RPO, hydro purchase obligation (HPO), energy storage obligation (ESO) and other RPO compliance rules. The operational period for the proposed RPO framework starts on 1 April 2020 and ends on 31 March 2030. Important provisions include the possibility to comply with wind RPO through energy from new wind projects after 31 March 2022 and excess energy from previous projects. The HPO must be met by energy from hydropower projects commissioned between 8 March 2019 and 31 March 2030. The ENO will be quantified in energy units, with at least 85% of the annual energy stored in the energy storage system coming from renewable sources. Incentives and sanctions for DISCOMs have been outlined based on the achievement of the RPO objectives.
