The cabinet of the Union has approved the National Green Hydrogen mission. The initial expenditure for the mission will be Rs 197.44 billion, including an expenditure of Rs 174.90 billion for the SIGHT program, Rs 14.66 billion for pilot projects, Rs 4 billion for R&D and Rs 3.88 billion for other mission components. MNRE formulates the schedule guidelines for the implementation of the respective components.
The mission will facilitate demand creation, production, use and export of green hydrogen. Under the Strategic Interventions for the Transition to Green Hydrogen (SIGHT) program, two different financial incentive mechanisms will be provided under the mission – targeting domestic electrolyser production and green hydrogen production. The mission will also support pilot projects in emerging end-use sectors and manufacturing pathways. Regions that can support large-scale production and/or application of hydrogen will be identified and developed as green hydrogen hubs.
A supporting policy framework will be developed to support the creation of the green hydrogen ecosystem. A robust Standards and Regulations framework is also being developed. Furthermore, a Public-Private Partnership Framework for R&D (Strategic Hydrogen Innovation Partnership – SHIP) will be facilitated under the mission; R&D projects will be targeted, time-bound and appropriately scaled to develop globally competitive technologies. A coordinated skills development program will also be implemented under the mission.
All relevant ministries, departments, agencies and institutions of the central and state governments will take targeted and coordinated steps to ensure the successful achievement of the mission's objectives. The Ministry of New & Renewable energy will be responsible for the overall coordination and implementation of the mission.
